Increasing funding to local governments – sometimes referred to as shared revenue – is shaping up to be a featured cornerstone of bipartisan agreement in the next biennial budget – but agreement is not expected without significant compromise. Shared revenue has remained flat for the past decade – and local officials say stagnant funding, combined with levy limits and inflation are creating a crisis.
