On September 4, 2026, the Wisconsin Department of Health Services State Council on Alcohol and Other Drug Abuse (SCAODA) will meet on the following agenda:

1. Call meeting to order

a. Welcome and introductions

b. Review and approve June 5, 2026, meeting minutes

c. Updates from the Wisconsin Council on Mental Health

d. Public comment: the council will accept comments from the public relating to any SCAODA business (limited to three minutes per person)

2. Presentation: 2025 Mental Health and Substance Use Services Gaps Analysis, Office of Policy Initiatives and Budget

3. Presentation: Foodshare Policy in Wisconsin and Foodshare Access for Individuals with a Prior Felony Drug Conviction, Vital Strategies

4. SCAODA committee updates

a. Executive committee

i) Motion to approve Chris Wardlow, prevention committee chair and citizen member, to serve as secretary of SCAODA.

b. Person-centered support committee

c. Intervention and treatment committee

d. Planning and funding committee

e. Prevention committee

i) Wisconsin Alcohol Policy Project update

5. Motion to approve committee budget recommendations for the 2027-2029 biennial budget

6. Agency reports

a. Department of Health Services (DHS), policy director

b. Department of Justice, Division of Law Enforcement Services (DLES) administrator and drug initiatives advisor to the Attorney General

c. Opioid Settlement Initiatives, director of substance use initiatives

d. Other agencies, the council will hear updates from other state agencies at this time

7. Bureau of Prevention Treatment and Recovery updates, deputy director

8. Call for future SCAODA agenda items

9. Adjourn
