Wisconsin Supreme Court: State v. John R. Phelan

On October 13, 2026, the Wisconsin Supreme Court will hear oral arguments on State v. John R. Phelan. Case Number 2024AP777-CR. This is a review of a decision by the Wisconsin Court of Appeals, District IV (headquartered in Madison), which reversed a Columbia County Circuit Court judgment, Judge W. Andrew Voigt presiding, convicting John Phelan of operating with a restricted controlled substance in his blood and possession of drug paraphernalia.
