Newsmakers: Proposed ''Personhood'' Constitutional Amendment

Rep. Andre Jacque (R-Bellevue) said his "personhood" amendment, saying life begins at conception, should be added to Wisconsin’s Constitution to prohibit abortion, if the U.S. Supreme Court’s Roe versus Wade ruling that legalized the procedure is ever overturned. In a Newsmakers interview on Dec. 8, Jacque said his constitutional change (Assembly Joint Resolution 77) has only seven Assembly, and one Senate, cosponsors, which makes it unlikely that it will be seriously considered during this session of the Legislature. Jacque said he was not discouraged by the Nov. 8 referendum in Mississippi in which 58% of voters in that state rejected a similar constitutional change. He also said he had not discussed his proposal with Gov. Scott Walker.
